Rodolfo G. Del Rosario, Jr. was appointed by President Ferdinand R. Marcos, Jr. as Acting Chairman of the GSIS Board of Trustees on 14 April 2023. He took his oath of office on 18 April 2023 before the Hon. Emmanuel C. Carpio, Executive Judge of the Davao City Regional Trial Court. He was elected as Chairman by the Board on 24 April 2023.
Chairman Del Rosario spent the first 35 years of his career in the fields of banking, agribusiness and real estate investments in the private sector. He was first employed as a marketing associate and later marketing officer in the corporate banking department at Urban Development Bank, Inc. from 1986 to 1989. From there he held various high level positions at Anflo Management and Investment Corporation from 1991 to 2004. He became senior vice president of Tagum Agricultural Development Company from 2004 to 2007. Prior to his appointment to the Board, he was President of Delgar Realty Corporation in Davao City and Chairman of Century Rural Bank Inc.
For public service, Chairman Del Rosario dutifully served as provincial board member of Davao del Norte from 2016 to 2019.
He also has extensive involvement in civic organizations, being past president of the Rotary Club of West Davao; the Pilipino Banana Growers and Exporters Association; and Hijos de Davao, Inc.
Chairman Del Rosario holds a bachelor’s degree in management and economics from Richmond University in London and a master’s degree in business management from the Asian Institute of Management. He obtained his primary education from the Ateneo de Davao University and secondary education from the Ateneo de Manila University.

PGM Jose Arnulfo “Wick” Veloso is a multi-awarded CEO and veteran banker with nearly 40 years banking experience.
Before his appointment as President and General Manager (PGM) of GSIS, Wick Veloso served as President and Chief Executive Officer (CEO) of Philippine National Bank (PNB) from 2018 to 2022. He was also the first Filipino to be appointed as CEO of the multi-national giant Hongkong-Shanghai Banking Corporation (HSBC-Philippines) from 2012 to 2018.
Prior to PNB and HSBC, PGM Veloso worked in international finance where he developed a wide network of institutional clients/contacts in the ultra-exclusive world of global banking and international financial markets.
PGM Wick is a self-made man who literally rose from the ranks. He started his banking career as a management trainee and supervisor at Urban Bank (1986-1988), and as manager of the Treasury Department at AsiaTrust Bank (1988-89). Between 1989 and 1993, he worked at Citibank as Fixed Income Portfolio Manager. Veloso’s early years at Citibank helped him sharpen his treasury and trading skills, where he built his reputation as a “rainmaker” within Philippine banking circles. After Citibank, PGM Veloso worked briefly for PCIBank as Domestic Treasury Head and Treasurer of PCI Capital before eventually joining HSBC in 1994.
PGM Veloso spent the next 24 years of his career at HSBC, starting as Head of Interest Rates Trading and Credit Derivatives for Asia-Pacific, then as Managing Director of HSBC Global Banking and Markets, and culminating in his appointment as President and CEO of HSBC-Philippines in 2012.
Under his CEO-ship, HSBC-Philippines garnered the “Best Global Bank Award” (for 2018) and “Best Debt House in the Philippines” for several years (2008-2012, 2014-2017), as well as various industry recognitions for HSBC’s successful capital market transactions.
During his stint as President and CEO, PNB was likewise recognized as the “Best Managed Bank during COVID-19” and “Best CEO Response to COVID-19” in 2020 by the Asian Banker. PNB was also named by Asiamoney as “Best Bank for Corporate Social Responsibility (CSR)” for its pioneering initiatives on financial literacy, sustainable environment and employee engagement.
PGM Veloso served as President of the influential Bankers Association of the Philippines (BAP) until March 2022. As BAP President, he worked closely with policy-makers in the Bangko Sentral ng Pilipinas (BSP) and Congress to enact measures to improve the services of the Philippine banking sector.
PGM Veloso earned his bachelor’s degree in commerce, major in marketing management, from the De La Salle University Manila, in 1986.

Prior to her appointment as Member of the Board of Trustees of GSIS, Trustee EVELINA GUEVARA ESCUDERO was a member of the House of Representatives of the Philippines representing the 1st District of Sorsogon from 2013 to 2022. In fact, she was Deputy Speaker of the Lower House from 2018-2022.
As an educator, Trustee Escudero taught at the OB Montessori Center from 1987 to 2012. She has been active in serving the public sector in several capacities such as an Accredited TESDA Assessor in 2004 and a Treasurer of the University of the Philippines Alumni Association – Hostel and Canteen Services in 2009. In 2011, she co-anchored in Wais Spend, a radio program of DZUP which aims to help the Filipino consumers in saving and spending wisely.
Trustee Escudero graduated from the University of the Philippines with a degree of Bachelor of Science in Home Economics Major in Food and Nutrition, in 1964. She also obtained her Master in Education Administration (1999) and Doctorate Degree in Philosophy in Education (2004), from the University of the Philippines where she was likewise appointed as Member of the Board of Regents in 2012.

Trustee CARLO ANTONIO B. ALMIRANTE represents the legal sector in the GSIS Board of Trustees and serves as Chairperson of the Legal Oversight Committee. He has a solid background in the academe as well as in the legal profession. He is the current Dean of the Liceo de Cagayan University’s College of Law. Prior to this, he held the position of Associate Dean in March 2013. He teaches Political Law Review, Administrative Law, Election Law and Statutory Construction in the same institution.
He is also a practicing lawyer, having served as managing partner of Almirante, Ladera and Associates in Cagayan de Oro City and as former associate of Kapunan, Tamano, Javier and Associates.
Trustee Almirante is an active member of the Integrated Bar of the Philippines, Cagayan de Oro – Misamis Oriental Chapter since 2007.
Earlier in his career, he had his share of experience in the private and public sector. He worked at UCPB Rural Bank, Inc. in Cagayan de Oro as Accounts Marketing Executive for Consumer Loans covering Northern Mindanao. He also became a Political Affairs Officer in the House of Representatives and a Congressional Liaison Officer for the 2nd District of Misamis Oriental.
A product of Jesuit education from elementary to college, Trustee Almirante graduated from Xavier University Ateneo de Cagayan in 1996 with a degree in Bachelor of Science in Commerce, Major in Management. He likewise obtained his Bachelor of Laws in 2006 from Xavier University.

Trustee JOCELYN DE GUZMAN CABREZA comes to GSIS with impeccable professional credentials. A certified public accountant and a master’s degree holder, Trustee Cabreza was an Executive Vice President of Land Bank of the Philippines before her appointment to the GSIS Board. She was also a former Director of the Land Bank Resources Development Corp. and the Land Bank Countryside Development Foundation.
A seasoned banker, she is equipped with 37 years of extensive experience in various areas of banking and finance, internal audit operations and strategic policy formulation and implementation. She has established a track record of integrity, professionalism and strong work ethic in the corporate world.
Trustee Cabreza started her career as an auditor of Commission on Audit, assigned at the Philippine National Bank. In 1982, she joined Land Bank as branch accountant and steadily climbed the ladder to become EVP in 2012. As EVP/Sector Head for the Branch Banking Sector, she supervised the bank’s 362 branches and extension offices nationwide, remittance operations in 25 countries, credit card operations, electronic banking and conditional cash transfers operations. She is credited for the bank’s deposit growth of more than 100% during her term as EVP, enabling the bank to reach the trillion-peso mark in total assets. She attributed this feat to the support and cooperation of the employees.
Trustee Cabreza currently chairs the GSIS Audit Committee. She is also a Director of National Reinsurance Corporation of the Philippines and Banco Laguna Inc. Having risen from the ranks, the Trustee Cabreza has a “heart for the people.” She believes that the most valuable asset of an organization is its people. She also considers her appointment as an opportunity to serve fellow government workers.

Trustee ALAN R. LUGA (LTGEN, RET., AFP) obtained his Bachelor of Science Degree from the Philippine Military Academy in 1981. In 1994, he acquired his MBA units from the Ateneo De Manila University Graduate School of Business. He completed a Master’s Degree in Military Arts and Science at the US Army Command and General Staff College in 2002.
Trustee Luga is the current President and CEO of AFP General Insurance Corporation. He is also a member of the following insurance organizations: Insurance Institute for Asia and the Pacific, Inc., Philippine Insurers and Reinsurers Association, Philippine Insurers Club, and the Philippine Machinery Management Services Corp.
Prior to his appointment to the GSIS, he was the Vice Chief of Staff of the Armed Forces of the Philippines before his compulsory retirement on May 12, 2014 after 38 years of continued military service. From 2012 to 2013, he served as Commander of the AFP Southern Luzon Command. He was also the Commander of two Infantry Brigades (the 802nd Infantry Bde and the 1001st Infantry Bde) from 2008 to 2011 and the Commander for the 7th Infantry Division of the Philippine Army in 2012. He was a member of the GRP Peace Panel for the GRP-MILF Peace Talks as the Chairman of the ADHOC Joint Action Group, OPAPP in 2011 – 2012. In 2005 – 2006, he was the Chief of the AFP Command Center as well as the Secretary, Army General Staff. He was deployed as Deputy Commander of the Philippine Battalion for the International Forces in East Timor and later as Chief Plans of the Peace Keeping Force of UNTAET in East Timor from 1999 to 2001.
Trustee Luga has held various military and corporate positions. He was the Chairman of the Board of the Camp Aguinaldo Golf and Country Club from 2013 to 2014, and of the AFP Housing Board on the same years. He was also a member of the Board of Directors of the Riviera Sports & Country Club, Inc. from 2014 to 2016, and served as a member of the AFP Board of Generals from 2013 to 2014.
MERCEDITAS N. GUTIERREZ, Trustee

Merceditas N. Gutierrez has a solid background and expertise in the legal profession. Throughout her career, she has held notable positions in the government.
Prior to her appointment to the GSIS Board of Trustees, she served as Ombudsman from 2005 to 2011. Before her tenure as Ombudsman, she worked at the Office of the President as Acting Executive Secretary (December 2005) and Chief Presidential Legal Counsel (2004-2005).
Trustee Gutierrez served under the Department of Justice (DOJ) for over two decades in various capacities: Acting Secretary (2003-2004); Undersecretary (2001-2003); Assistant Chief State Counsel (1998-2001); State Counsel (1983-1988); and representative of the DOJ in different councils. She also represented the DOJ in the negotiation and conclusion of Bilateral Treaties on Extradition, Mutual Legal Assistance and Transfer of Sentenced Persons.
She is also an advocate of marginalized groups in society as exemplified by her prominent roles in various development groups and committees. She has chaired the following groups: Inter-Agency Committee Against Trafficking of Persons; Civil and Political Rights Sector; and Special Committee for the Protection of Children.
Trustee Gutierrez holds a Bachelor’s Degree in Elementary Education from the College of the Holy Spirit, Manila and a Bachelor of Laws Degree from Ateneo De Manila University. She also completed a Diploma Program in International Law and Development from the Institute of Social Studies of Erasmus University (Rotterdam) in The Hague, Netherlands.
She was honored with several awards as a result of her exceptional service. She received the Outstanding Public Official recognition from the Consumers Union of the Philippines; Certificate of Recognition from the US Federal Bureau of Investigation, US Department of Justice; and Commendation from the Ambassador of Japan. She was also named one of the six (6) Key Women Personalities in Philippine Governance by the Civil Service Commission.

Trustee RITA E. RIDDLE brings to GSIS her solid experience in the education sector, being the current National President of the Philippine Association of School Superintendents (PASS).
Prior to her appointment as a Member of the Board of Trustees, she serves as the Schools Division Superintendent of the Department of Education – Division of Makati, a position she also held in the Division of DepEd Caloocan (2015). She was the Assistant Schools Division Superintendent of the DepEd – Division of Paranaque (2010) and an Administrative Officer V in the Division of Mandaluyong (2004).
Trustee Riddle graduated from the Polytechnic University of the Philippines (PUP) in 1984 with a Bachelor of Science Degree in Office Administration. She obtained her Master in Public Administration in 2005 at the Trinity University of Asia and earned her Basic Management Course at the Asian Institute of Management in 2009.
In 2017, she was recognized by the Career Executive Service Board with CES “Very Innovative Person” (VIP) Award, a distinction given to CESOs and third level eligible who initiated a novel policy or program that improved operational processes/methods and have assisted in meeting organizational sustainability and/or wellness.
Trustee Riddle was conferred CESO Rank V in 2018.

Trustee RACHEL QUEENIE DIZON-RODULFO is adept at public relations, corporate communications, and broadcast communication both in the public and private sector setting.
In the government, she served as the Undersecretary of the Office of the President, Office of the Presidential Spokesperson in 2021. Prior to that, she was the Assistant Secretary of the Presidential Communications Operations Office. She also served as the Communications Head of the Philippine Red Cross from 2015-2016.
Her most recent government project was the National Task Force (NTF) Crisis Communications and External Relations campaigns against COVID-19, which she headed.
In the private sector, she established her career in broadcast media as executive producer in various media outfits such as GMA 7, TV5, Aksyon TV, and Radyo 5. She is currently the Senior Executive of the Operations and Business Units of Shopping Center Management Corporation (SCMC).
She earned her Master’s Degree in Strategic Public Relations (with distinction) at the University of Sydney-Australia; her Bachelor of Laws from Arellano University School of Law; and her bachelor’s degree in legal management from the University of Santo Tomas.

ATTY. LUZ VICTORIA F. REYES-MORANDO obtained her Bachelor of Laws degree from the University of Santo Tomas in 2007 and became a full-fledged lawyer the following year. She began her career in private law practice. Atty. Reyes-Morando was an associate in the Ongkiko, Manhit-Custodio & Accorda Law Offices before becoming the Managing Partner of the Reyes and Reyes Law Offices.
When she first entered government service with the Judiciary, she started as a Court Attorney IV (2009) in the Court of Appeals, then as a Court Attorney V (2010) and Court Attorney VI (2012) in the Supreme Court. During which time, she was also a professor in the Polytechnic University of the Philippines-College of Law teaching Land Titles and Deeds and General Banking Laws.
Atty. Reyes-Morando entered the GSIS in 2012 as the Secretariat Head of both the Corporate Governance and Legal Oversight Committees. She has served as Officer-in-Charge of the Office of the Corporate Secretary several times in the past in the exigency of service. With her leadership and professionalism, Atty. Reyes-Morando is described as a “working Corporate Secretary” and vows to ensure the integrity of corporate governance.

PGM Jose Arnulfo “Wick” Veloso is a multi-awarded CEO and veteran banker with nearly 40 years banking experience. Before his appointment as President and General Manager (PGM) of GSIS, Wick Veloso served as President and Chief Executive Officer (CEO) of Philippine National Bank (PNB) from 2018 to 2022. He was also the first Filipino to be appointed as CEO of the multi-national giant Hongkong-Shanghai Banking Corporation (HSBC-Philippines) from 2012 to 2018. Prior to PNB and HSBC, PGM Veloso worked in international finance where he developed a wide network of institutional clients/contacts in the ultra-exclusive world of global banking and international financial markets. |
