Board of Trustees

The corporate powers and functions of GSIS are vested in and exercised by the Board of Trustees composed of the President and General Manager and eight other members appointed by the President, one (1) of whom shall be either the President of the Philippine Public School Teachers Association (PPSTA) or the President of the Philippine Association of School Superintendents (PASS), another two (2) shall represent the leading organizations or associations of government employees/retirees, another four (4) from the banking, finance, investment and insurance sectors, and one(1) recognized member of the legal profession who at the time of appointment is also a member of GSIS.

Retired Chief Justice Lucas P. Bersamin joined the GSIS as a member of the Board of Trustees when he was sworn in by President Duterte on February 6, 2020. He was elected as the Chairman of the Board of Trustees on February 13, 2020, taking his oath of office as such before Secretary of Finance Carlos G. Dominguez.

Chairman Bersamin brings his long judicial experience and legal expertise to his stint as the Chairman of the Board of Trustees of GSIS to complement the recognized professional experience and competence of the other members of the Board of Trustees in their respective fields like business, economics, public education and management.

His election as Chairman of the Board of Trustees of GSIS represents a shift in the career path of retired Chief Justice Bersamin. Until mid-October of 2019, he had continuously served in the Judiciary since his appointment on November 5, 1986 by President Cory Aquino as a Presiding Judge of the Regional Trial Court in Quezon City at age 37 years. On March 10, 2003, President Arroyo elevated him to the Court of Appeals. On April 2, 2009, President Arroyo designated him an Associate Justice of the Supreme Court. On November 28, 2018, President Duterte chose him to head the Judiciary as the country’s 25th Chief Justice. His long service and career in the Judiciary ended upon his mandatory retirement on October 17, 2019.

Chairman Bersamin hails from Bangued, Abra, where he completed his elementary education in the former Colegio del Sagrado Corazon (presently Divine Word College of Bangued). He entered the St. Joseph Seminary of Bangued, where he finished high school at the top of his class. He earned his Bachelor of Arts degree, major in Political Science, from the University of the Philippines (Diliman) in 1968 and his degree of Bachelor of Laws from the University of the East in 1973. He garnered 9th place in the 1973 Bar Examinations, earning therein a perfect rating in Criminal Law.

Chairman Bersamin penned many rulings for the Supreme Court that manifested his innate fealty to constitutionalism and the Rule of Law. There is need to mention a few. In Araullo v. Aquino, he explicitly declared as unconstitutional certain acts taken by the administration of President Benigno S. Aquino in the implementation of the controversial Disbursement Allocation Program, thereby ensuring the proper use of savings worth billions of pesos. In Mandanas v. Executive Secretary, he opined that the share of the Local Government Units in all national taxes, not only in internal revenue, as expressly mandated by the Constitution, should be fully respected. The ruling in Land Bank v. Suntay averted the loss to the Government of nearly a billion pesos represented by the value of the shares of MERALCO stocks held by Land Bank by nullifying the writ of execution irregularly issued against such stocks by an agrarian officer in favor of the landowner in an action for just compensation on the ground that investments by Land Bank as a universal bank were not liable under CARP. His ponencia in Kalaw v. Hernandez, an action for declaration of nullity of a marriage, empathically reminded that the Constitutional provision on marriage being an inviolable social institution only protected a valid marriage, not a union in which one of the parties suffered from psychological incapacity at the time of contracting the marriage; thus, the courts, not being endowed with expertise in the field of psychology, must of necessity rely on the opinions of experts in order to inform themselves on the psychological incapacity, a critical condition that the Family Code itself did not clearly define, and thus enable themselves to arrive at an intelligent and judicious judgment.

For his excellent work as a jurist, Chairman Bersamin earned several recognitions and accolades from his peers as well as from independent institutions. In 2000, the Chief Justice Fred Ruiz Castro Memorabilia Commission, acting on the recommendations made by separate but independent panels of superior jurists overseeing the annual search among all judges of the Regional Trial Court, accorded to him the recognitions of having written in the year 1999 the Best Decision in Civil Law and the Best Decision in Criminal Law. The recognitions, unprecedented for being earned by one and the same judge in the same year and unequalled to date, were much-coveted because trial judges should be known not for what they say but for what and how they write. In 2002, the Foundation for Judicial Excellence, a non-governmental award-giving foundation, recognized his outstanding work as a Judge of the Regional Trial Court by giving him the Chief Justice Jose Abad Santos Award for Judicial Excellence in the course of the annual search for judicial excellence undertaken by the Supreme Court in conjunction with the private sector. The award was named after Chief Justice Abad Santos, whose undiluted patriotism led to his martyrdom for refusing to take the oath of allegiance to the Japanese Imperial Forces. On November 28, 2018, the date when he assumed as the Chief Justice, he received the 2018 Gusi Peace Prize which was also conferred on 15 other International Laureates for excellence in their respective fields of activity or profession. On April 15, 2019, the University of Cebu conferred on him the degree of Doctor of Laws, Honoris Causa, for his work in the field of law. On November 12, 2019, the University of the East, his Alma Mater, similarly honored him by vesting him with the degree of Doctor of Laws, Honoris Causa, for his distinguished service to the Judiciary and the academe.

Chairman Bersamin was also involved in the academe until 2007, teaching Remedial Law in various law schools like the University of the East, Ateneo de Manila, University of Santo Tomas, Pamantasan ng Lungsod ng Maynila, and the University of Cebu. He was in the active roster of the Corps of Professors of the Philippine Judicial Academy during his years in the Supreme Court and the Court of Appeals. He has represented the country in international judicial and legal conferences and seminars held in the United States of America, Canada, Germany, Spain, France, Italy, Switzerland, Croatia, Japan, South Korea, Singapore, Thailand, and India. He is a Fellow of the Commonwealth Judicial Education Institute based in Dalhousie University, Halifax, Nova Scotia, Canada.

GSIS PGM Rolando Ledesma Macasaet took the helm of the GSIS Board of Trustees on June 28, 2018. On July 4, 2019, he was designated as OIC-President and General Manager (PGM). He is a Director of the Philippine Stock Exchange.

PGM Macasaet is not new to government service. Prior to his current post, Mr. Macasaet also served at the helm of other Government Owned and Controlled Corporations (GOCCs) as Chairman, President and CEO from 1998 to 2005. These GOCCs included the Philippine National Construction Corporation, Skyway Corporation, Dasmarinas Industrial Steel Corporation, and Tierra Factors Corporation.

PGM Macasaet has over two decades of professional experience in the field of banking and financial services industries and Public-private partnerships (PPPs), most of which were under the Philippine National Bank (PNB). His work in PNB included postings overseas as Vice President and General Manager in Los Angeles, California (USA) and as Regional Vice President-ASEAN in Singapore. His other stints in the banking sector included a two-year service as Corporate Account Manager at BMO Bank of Montreal, Vancouver and as President and Vice PGM of the Philippine Postal Bank from 2005 to 2007. He also served as Board member of various companies including Bank of Commerce, PCI Bank, San Miguel Food and Beverage, Private Infrastructure and Development Corporation, among others. He further served as Director of the Asian Infrastructure and Investment Bank (AIIB) in Beijing (China’s counterpart of the World Bank and Asian Development Bank).

PGM Macasaet earned his Bachelor of Science degree in Business Economics, Cum Laude, and Master of Business Administration- Honors Program from the University of the Philippines. He finished an Executive Program in Finance at Columbia University, New York and earned a Diploma in Management Development from the Harvard Business School in Boston, Massachusetts.

Trustee WILFREDO C. MALDIA graduated with a Bachelor of Science degree in Agriculture, major in Agricultural Economics from the University of the Philippines Los Baños, Laguna in 1969. In 1979, he also completed his Bachelor’s degree in Commerce major in Accounting from the Polytechnic University of the Philippines, and immediately obtained his license as a Certified Public Accountant (CPA). He earned his Master’s degree in Business Administration from the Philippine Christian University in 1984.

Currently, Trustee Maldia holds various directorship positions in the private sector. He sits as an independent director in the Board of the First Valley Development Bank and as member of the Board of ROTECO, Yamang Lupa’t Dagat Corporation, and CEAM Corporation.

Prior to his appointment to the GSIS Board, he served as senior adviser to the Ropali Group of Companies, and as director of the Farmers Savings & Loan Bank, Inc. and Banco Alabang Inc. (A Rural Bank). He also worked as a consultant to the Asian Development Bank as financial & organizations specialist for Agricultural Development Bank of Nepal, Agricultural Credit Specialist for Bangladesh Krishi Bank, and as rural credit specialist of the Estanislao Lavin & Associates. He was likewise the financial specialist/expert of the Urban Integrated Consultants, Incorporated and Livestock Development Program Office (LDPO) & the Kilusang Kabuhayan at Kaunlaran (KKK). He also worked as Farm Manager at Universal Robina Corporation, a private company engaged in food manufacturing business.

Trustee Maldia has also worked in the government sector for about 40 years, of which, 36 years were spent at the Land Bank of the Philippines (LANDBANK). He started his career at LANDBANK as a senior project analyst in 1976 (for 3 years), after a short stint working as an agronomist and researcher in the Bureau of Plant Industry and Bureau of Agricultural Economics, respectively, from 1971 to 1974. With his passion to work, he consistently rose from the ranks. In 2007, he became the Executive Vice President and head of the LANDBANK’s Agrarian and Domestic Banking Sector (ADBS) covering the agrarian, banking and lending operations until his retirement in 2012. With his leadership, Trustee Maldia has developed and introduced various innovative lending programs in the field of agriculture and finance.

As ADBS head, he also chaired various committees, namely: Domestic Banking Loans Committee, Branch Operations Committee, Official Development Assistance Bids and Awards Committee, ADBS Sectoral Committee. He was likewise a member of the Board of LANDBANK subsidiaries (i.e, Masaganang Sakahan Incorporated and LANDBANK Insurance Brokerage Inc), and member of the Governing Board of the Agricultural Guarantee Fund Pool.

In 2008, he was recognized as one of the most distinguished alumni of the University of the Philippines – Los Baños.

Trustee CARLO ANTONIO B. ALMIRANTE represents the legal sector in the GSIS Board of Trustees and serves as Chairperson of the Legal Oversight Committee. He has a solid background in the academe as well as in the legal profession. He is the current Dean of the Liceo de Cagayan University’s College of Law. Prior to this, he held the position of Associate Dean in March 2013. He teaches Political Law Review, Administrative Law, Election Law and Statutory Construction in the same institution.

He is also a practicing lawyer, having served as managing partner of Almirante, Ladera and Associates in Cagayan de Oro City and as former associate of Kapunan, Tamano, Javier and Associates.

Trustee Almirante is an active member of the Integrated Bar of the Philippines, Cagayan de Oro – Misamis Oriental Chapter since 2007.

Earlier in his career, he had his share of experience in the private and public sector. He worked at UCPB Rural Bank, Inc. in Cagayan de Oro as Accounts Marketing Executive for Consumer Loans covering Northern Mindanao. He also became a Political Affairs Officer in the House of Representatives and a Congressional Liaison Officer for the 2nd District of Misamis Oriental from 1998-2007.

A product of Jesuit education from elementary to college, Trustee Almirante graduated from Xavier University Ateneo de Cagayan in 1996 with a degree in Bachelor of Science in Commerce, Major in Management. He likewise obtained his Bachelor of Laws in 2006 from Xavier University.

Trustee JOCELYN DE GUZMAN CABREZA comes to GSIS with impeccable professional credentials. A certified public accountant and a master’s degree holder, Trustee Cabreza was an Executive Vice President of Land Bank of the Philippines before her appointment to the GSIS Board. She was also a former Director of the Land Bank Resources Development Corp. and the Land Bank Countryside Development Foundation.

A seasoned banker, she is equipped with 37 years of extensive experience in various areas of banking and finance, internal audit operations and strategic policy formulation and implementation. She has established a track record of integrity, professionalism and strong work ethic in the corporate world.

Trustee Cabreza started her career as an auditor of Commission on Audit, assigned at the Philippine National Bank. In 1982, she joined Land Bank as branch accountant and steadily climbed the ladder to become EVP in 2012. As EVP/Sector Head for the Branch Banking Sector, she supervised the bank’s 362 branches and extension offices nationwide, remittance operations in 25 countries, credit card operations, electronic banking and conditional cash transfers operations. She is credited for the bank’s deposit growth of more than 100% during her term as EVP, enabling the bank to reach the trillion-peso mark in total assets. She attributed this feat to the support and cooperation of the employees.

Trustee Cabreza currently chairs the GSIS Audit Committee and is a member of the Risk Oversight Committee. She is also a Director of National Reinsurance Corp of the Philippines and Banco Laguna Inc.

Having risen from the ranks, the new trustee has a “heart for the people.” She believes that the most valuable asset of an organization is its people. She also considers her appointment as an opportunity to serve fellow government workers.

Trustee ALAN R. LUGA (LTGEN, RET., AFP) obtained his Bachelor of Science Degree from the Philippine Military Academy in 1981. In 1994, he acquired his MBA units from the Ateneo De Manila University Graduate School of Business. He completed a Master’s Degree in Military Arts and Science at the US Army Command and General Staff College in 2002.

Trustee Luga is the current President and CEO of AFP General Insurance Corporation. He is also a member of the following insurance organizations: Insurance Institute for Asia and the Pacific, Inc., Philippine Insurers and Reinsurers Association, Philippine Insurers Club, and the Philippine Machinery Management Services Corp.

Prior to his appointment to the GSIS, he was the Vice Chief of Staff of the Armed Forces of the Philippines before his compulsory retirement on May 12, 2014 after 38 years of continued military service. From 2012 to 2013, he served as Commander of the AFP Southern Luzon Command. He was also the Commander of two Infantry Brigades (the 802nd Infantry Bde and the 1001st Infantry Bde) from 2008 to 2011 and the Commander for the 7th Infantry Division of the Philippine Army in 2012. He was a member of the GRP Peace Panel for the GRP-MILF Peace Talks as the Chairman of the ADHOC Joint Action Group, OPAPP in 2011 – 2012. In 2005 – 2006, he was the Chief of the AFP Command Center as well as the Secretary, Army General Staff. He was deployed as Deputy Commander of the Philippine Battalion for the International Forces in East Timor and later as Chief Plans of the Peace Keeping Force of UNTAET in East Timor from 1999 to 2001.

Trustee Luga has held various military and corporate positions. He was the Chairman of the Board of the Camp Aguinaldo Golf and Country Club from 2013 to 2014, and of the AFP Housing Board on the same years. He was also a member of the Board of Directors of the Riviera Sports & Country Club, Inc. from 2014 to 2016, and served as a member of the AFP Board of Generals from 2013 to 2014.

Dr. Kahar H. Macasayon, Al-Hadj, has been the national president of the Philippine Public School Teachers Association (PPSTA) since 2013. He is also the schools division superintendent of Department of Education-City Schools Division of Koronadal City, Region XII.

He was the president of the Region XII Public School Teachers and Employees Association from 2012 to 2015.

His leadership ability in the public school system over the past 32 years led to the improvement of the human resource structure and efficient management of the district educational system. In Kidapawan City, he was instrumental in creating four additional districts for secondary schools and supported the establishment of six schools for indigenous peoples in School Year 2016-2017.

Trustee Macasayon also partnered previously with the Kidapawan local government in sponsoring public school teachers for scholarships in graduate studies.

Besides fulfilling his responsibilities in the Philippine public education system, he was a Board Member of the Philippine National Red Cross – Sultan Kudarat Chapter; Vice Chairman of the South Cotabato PNP Provincial Advisory Council; and President of the internationally registered Sultans Toastmasters Club for two years. He is also a member of the Philippine Association of School Superintendents and Region XII Association of Career Executive Officers.

Trustee Macasayon holds a doctorate and a master’s degree in educational management. Aside from English, Tagalog, and Arabic, he also speaks Maguindanaoan, Ilonggo, and Ilocano.

Trustee ANTHONY B. SASIN graduated with a degree in Bachelor of Science in Business Administration – Major in Management, from the Ateneo de Davao University.

Prior to his appointment, he served as Undersecretary for the Office of the Presidential Adviser for New Government (2007-2008); as Presidential Assistant for Regional Concerns (Southern Mindanao); and as Barangay Captain of Barangay 3A, Davao City (1971-1972).

In the private sector, Trustee Sasin was Executive Director for the Don Antonio Floirendo, Sr. Foundation; Executive Vice President for Industrial Relations Division of Anflo Management and Investment Corporation; President of Grand Aide Manpower Services, Inc.; and General Manager of Cougar Security Agency and Davao Motor Sales Corporation.

Currently, Trustee Sasin is the Management Consultant and a Member of the Board of Anflo Management and Investment Corporation. He is also the President of Masters Port Services, Inc. (MPSI).

Trustee Sasin is a staunch advocate and defender of workers’ rights and interests. He has been a member of the National Directorate of the Trade Union Congress Party (TUCP Partylist) since 2009 and was elected as its Vice President in March 2016.

Trustee NINA RICCI YNARES-CHIONGBIAN obtained her degree in Business Management from De La Salle University in 1993. She also attended law school at San Beda College of Law from 1993 to 1996.

After graduating from college, she began her career in the real estate industry. She also has a passion for food which led her to culinary classes, locally and abroad, namely at the Lorenzo de Medici Université in Florence, Italy in 2001 and at the Le Cordon Bleu in Florence, Italy. She is also an undergraduate at the Philippine School of Interior Design.

In 1992, she served as the Junior Philippine Women’s Club President-Binangonan Chapter until 1998. She eventually became her father’s chief of staff and liaison officer at the Governor’s Office during his term. Trustee Ynares-Chiongbian is currently serving as the Treasurer of the Manila Luxury Condominium Corporation and JNM Realty and Development Corporation.

She is the daughter of Former Governor Casimiro “Ito” Ynares, Jr. and incumbent Governor Rebecca “Nini” Alcantara – Ynares.

She is married to James Chiongbian II and a proud mother of 2 boys – James Roy III and Casimiro.
